(1) If there is more than one application for permission to use the same land, the committee will approve the use of land based on the following order of priority:-
(a) A person who has no land in any place due to flood, landslide, flood or other natural calamity,
(b) A person who has no land in any place other than a house and is not engaged in trade or any employment or occupation,
(c) A person who earns land less than the maximum amount allowed to be claimed by the committee, not his own land,
(d) Expenditure on land less than the maximum extent allowed to be claimed by the committee (e) Convenor of treaty.
(2) Notwithstanding anything written in sub-rule (1), in the case of the priority of the plaintiff, in the case of the following, it shall be as follows:-
(a) If there is a local person and a person from another area in the same order, the local person will be given first priority.
(b) At the time of commencement of this regulation, if the land to be claimed is being cultivated by someone, the said priority order will not apply to such land.
(c) The said order of priority will not be applicable when the organization is allowed to apply under sub-rule (4) of rule 17.
